Ewwww is right. Thank goodness we haven't seen any slugs near us recently.
Looks kind of like a slime mold, although these usually grow on the ground. Keep an eye on it, it will move around a little and then put up some little sporangea.
Holy shit! I'd love to see a slime mold, they're all "Hey, I'm an animal! Now I'm not!"

Peanut butter colored, shiny slimy like a slug, sticky stretchy like liquid nails. Its on the fence. Eww.
